BYLAW # 347/06
A BYLAW FOR THE TOWN OF STOUGHTON RESPECTING FIREWORKS
The Council of the Town of Stoughton, in the Province of Saskatchewan enacts as follows:
1. Definition: “fireworks” shall mean firecracker, rocket, squib or any other object or substance designed to be exploded or burned to produce noises or brilliant lighting effects and does not include paper percussion caps for toy guns or firecrackers less than three inches in length;
2. Subject to Section 3.hereof, no person shall set off, detonate, ignite or cause to be exploded any fireworks in the Town of Stoughton.
3. The council may issue a permit to any person or persons, in writing, authorizing the setting off of fireworks in the Town of Stoughton.
(a) Every application for a permit to authorize the setting off a fireworks display in the Town of Stoughton shall include the following information:
(i) The name of the applicant and contact information.
(ii) The name of the sponsoring organization if applicable.
(iii) Date and duration of the fireworks event.
(iv) Name of insurance company, contact information and amount of policy (if deemed necessary)
(v) Fireworks storage prior to event.
(vi) Written permission from site owner and adjacent property owners ( as required)
(vii) Written description of the proposed event, including details of security, EMS/First Aid provisions and fireworks crew members.
(viii) A Site Plan – showing the launching direction and areas, separation distances to the public spectators, the fireworks fall-out zone and any significant ground features, roads, structures and grassed areas.
(ix) The Name, Qualifications and Certification of the Fireworks Supervisor if the fireworks display is classified as “Display Fireworks”.
(b) A permit issued under Section 3. of this bylaw shall set forth the following information and conditions under which a display of fireworks may be held.
(i) Name of individual, individuals and/or organization authorized to hold a fireworks display.
(ii) Date of and duration of the fireworks display .
(iii) Location of the fireworks display.
(iv) Class or classes of fireworks to be displayed.
(c) A permit fee in the amount of $10.00 must accompany each application.
4. Any person who contravenes the provisions of this bylaw is guilty of an offense and upon conviction shall be liable to a fine of not less than one hundred dollars ($100.00) and not more than five hundred dollars ($500.00).
