BYLAW #398/12
A BYLAW OF THE TOWN OF STOUGHTON TO FIX THE RATES TO BE CHARGED FOR THE USE AND CONSUMPTION OF WATER AND TO FIX THE RATES TO BE CHARGED BY WAY OF RENT OR SERVICE CHARGE FOR THE USE OF SEWER.
The Council of the Town of Stoughton, in the Province of Saskatchewan, enacts as follows:
1. All persons desiring to be supplied with water from the municipality’s water supply system shall make application to the officials of the Municipality. A fee or meter deposit as set out in the attached Schedule ‘A’ shall accompany each application.
2. The municipality may by Bylaw ration or limit the amount of water furnished to any and or all consumers should the circumstances deem to warrant such action.
3. If the water supply is shut off from the premises of a user for infringement of the provisions of this bylaw, same shall not be turned on until all penalties, fees, rates, charges and arrears, if any, have been paid.
4. Water meters shall be read twice a year, namely April and October for the billing cycles May and November.
5. The charges to be paid by the water consumer whose water service has been turned on shall be those set out in attached Schedule ‘B’; provided, however, that the minimum shall be payable in every case whether or not any water is consumed.
6. Persons who own or occupy premises drained or that are by bylaw required to be drained into the sewer shall pay for such service a rental rate or service charge in accordance with Schedule ‘C’ attached.
7. Accounts for water service and/or sewer service shall cover a period of two successive months, and shall be rendered on or before the first day of the month next following such period. Accounts shall be paid within a period of thirty days from the date on which such accounts are rendered. If an account is not paid with in the period of thirty days the water service may be cut off. When the water service is cut off, it shall not be turned on until all arrears have been paid, together with a fee of $25.00 to cover the expenses of turning off the water and turning it on again.
8. A penalty of (5%) five percent will be added to all unpaid water and sewer accounts Thirty (30) days after each utility billing cycle.
Interceptors
9. (1) Where a fixture discharges sewage that includes grease is located in a public kitchen or restaurant or an institution, a grease interceptor shall be installed at the expense of the owner. The interceptor shall be maintained in efficient working condition at all times.
(2) The Town Superintendent on a motion of council may discontinue the supply of water to any property where an Interceptor pursuant to Section 9(1) has not been installed or adequately maintained in an efficient working order.
10. Bylaw No., 377/10 and Schedules ‘A’, ‘B’ and ‘C’ is hereby repealed.
This bylaw shall come into force and take effect when approved by the Saskatchewan Municipal Board, Local Government Committee.

SCHEDULE ‘A’ TO BYLAW #398/12
1. All persons desiring to be supplied with water from the Municipality’s water supply system shall make application to the officials of the Municipality. Each application shall be accompanied with a payment of a fee or meter deposit as follows:
5/8” meter $100.00
3/4” meter $125.00
1” meter $150.00
11/4” meter $200.00
11/2” meter $250.00
2” meter $375.00
Plus a $25.00 installation charge on all new meters regardless of size.
SCHEDULE “ B “ OF BYLAW #398/12
- The following bimonthly rates shall apply for the use of water:

Charge for consumption over the minimum at the following rates:
-Over 6,000 gallons up to 33,000 gallons at the rate of 0.50 cents per 100 gallons
-Over 33,000 gallons at the rate of 0.40 cents per 100 gallons.
-In cases where meters cannot be installed, the rate is to be $44.82 per month.
