🏡 What is SCAN?
SCAN is a provincial initiative in Saskatchewan designed to help keep neighbourhoods safe by focusing on properties (not people) that are suspected of being used repeatedly for illegal or dangerous activities.
Under the legislation, SCAN officers can investigate properties that are believed to be involved in activities such as: drugs, gangs, prostitution, illegal alcohol sales or consumption, child sexual abuse, or other criminal activity.
Recent enhancements to the law (effective November 2025) expand SCAN’s powers — now SCAN can also act on “nuisance properties” that are abandoned, dilapidated, or otherwise unfit for habitation, and may apply for court-ordered rehabilitation or forfeiture to help restore safety in the neighbourhood.
🔎 Why SCAN Matters
Even one problem property — a house or business harboring repeated illegal activity — can seriously affect the safety, comfort, and property values of the entire area.
SCAN gives residents a tool to speak up: you don’t need to be part of police or investigations. If you suspect something, you can pass that information along.
Reports are confidential — you won’t have to testify in court or be involved beyond making the report.
✅ When You Should Consider Reporting
You don’t need absolute proof of wrongdoing — but if you notice recurring patterns that make you uneasy, such as multiple people visiting at all hours, always-drawn curtains or blacked-out windows, strange smells or garbage, heavy security measures, or other suspicious signs.
Important: Do not try to investigate or confront anyone yourself. If you’re concerned, let SCAN handle it.

When you make a report, it stays confidential — SCAN won’t share your identity without consent, and you will not be required to participate in any court proceeding.
